APD is comprised of the requisite competencies and resources necessary to deliver high quality senior housing facilities which meet the “sweet spot” of the sector demand. However and more importantly – APD has decades of experience working with churches and ministries, and has developed a highly refined sensitivity and appreciation for their theological, cultural, and organizational structures.

APD’s principals and strategic partners have decades of experience in the financing, development and operation of senior housing of all types.

Gary Smelser – CEO/CFO & President & Board Member – Gary has more than 40 years’ experience in investment-related services and businesses. He has structured a number of business ventures, provided tax consulting, developed financial plans and due diligence services for investment advisers and clients.  Over the years clients have relied on Gary to develop and implement strategies to minimize risk and tax costs. Gary also has 11 years as a Board member overseeing senior housing facilities. He has a heart for ministry and has worked with a number of church and faith-based organizations. Gary is a licensed Certified Public Accountant.

E. Steve Smith – President, Director of Development & Board Member – Steve has served his clientele as an architect, general contractor and construction manager on various commercial and larger high-end residential projects for over 40 years. Prior to his focus on the Development of Senior Living Communities, in partnership with local Churches, Steve was invited by the Design and Construction Department at Chick-fil-A Corporate Offices to become a critical member of their team as they executed S. Truett Cathy’s dream of a freestanding restaurant. Steve was a critical voice that helped Chick-fil-A develop their current system opening over 80 Freestanding Units each year. His experience as an Architect, General Contractor, and Construction Manager was the fit they needed to develop their current program. Steve believes in the model to supply Senior Living with the touch of God’s Hand, an example shown him while in Chick-fil-A’s Headquarters. Steve holds a Bachelor of Science in Architectural Studies from the School of Architecture at Florida A&M University located in Tallahassee, FL and is a proud decorated Vietnam Veteran that served in the United States Air Force from 1967 to 1971.

kenKen Armour – Age 49, is an owner and Board Member of Antioch Plan Developers, LLC. Ken has an extensive construction background with interests in a number of construction-related trades. He has been involved in a number of major construction projects over the years ranging from commercial to residential developments. He is well known in the construction industry and vets potential general contractor relationships for Antioch. He also arranges for pre-development capital for Antioch projects and assists with a number of church/land owner relationships.
